Brief Answer:
She may need evaluation by a pediatrician

Detailed Answer:
Hello

Thanks for the query

The most common cause of fever, cough, cold with noisy breathing and throat pain in this age is due to viral infection.

Unless there is signs of involvement of lower respiratory tract like rapid breathing, decreased oral intake, fever persisting for more than 4-5 days or excessive irritability it can be managed at home.

The noisy breathing(sound in chest) can be due to swelling or secretion in upper airway or involvement of lower respiratory tract itself.

I would like to give her Paracetamol, dose is 10-15 mg/kg/dose)3-4 times a day depending on the frequency of fever;a drop containing antihistaminic like chlorpheniramine(antiallergic) with decongestant like phenyephrine three times a day and nasoclear drop 1 drop in each nostril 3-4 times a day to relieve nasal obstruction.
Along with this syrup containing ambroxol(mucolytic) and salbutamol(to relieve associated airway spasm), this too three times a day will help.
With these treatment and regular feeds I hope she should improve within 3-4 days.

I would suggest you to consult a pediatrician for clinical evaluation if there is involvement of lower respiratory tract and prescription of these medication(as these medication are prescription medicines).

I shall be glad to answer if you have any more query.
Wish her speedy recovery.
Regards
