Brief Answer:
Seborrheic dermatitis; ketoconazole shampoo & topical steroid for face

Detailed Answer:
Hello. Thank you for writing to us

I have reviewed the Image. I suggest a possibility of seborrheic dermatitis (scalp as well as face).

Seborrheic dermatitis presents as dry, red, scaly, itchy patches at various body sites... commonly scalp and face (eyebrows, sides of nose, beard and mustache region).
Chest may also be involved with itchy, scaly patches in this condition.

Seborrheic dermatitis tends to flare in winters.

For scalp I suggest you to use an OTC ketoconazole based shampoo e.g Nizoral shampoo, every alternate days.
Lather it well into the scalp and leave it on for 5-7 minutes before rinsing it off.

On face (beard and mustache region) you could use a moderately potent topical steroid e.g fluticasone propionate 0.05% cream, twice daily.
This is a prescription steroid and therefore I suggest you to talk to your doctor for the needful.

If itching is bothersome you may take an OTC oral antihistamine e.g cetrizine 10 mg once daily.

Regards
