Brief Answer:
Cystitis is infection of the urinary Bladder,

Detailed Answer:
Hello
Thanks for your query, based on the facts that you have posted it appears that your 3 years old son have been investigated for urinary complains which you have not mentioned in your query and have been reported to have Cystitis. However radiologist has not reported about the pattern of bladder mucosa whether it is irregular or smooth.

I shall be happy if you can post me few more details to help me in making comments on his problem.
1) What are his complains as regards urinary flow, frequency, urinary stream etc.?
2)Does he have to strain while passing urine?
3) Does he gets repeated episodes of UTI?

Cystitis is a infection of bladder either due to
1) Bacterial infection
2) Incomplete emptying of bladder due to Phimosis
3) Obstructed urine flow due to presence of Posterior Urethral Valves or Pin hole meatus which is common at this age group.

Please consult qualified Urologist for clinical examination. He will guide you regarding further treatment based on his clinical findings and diagnosis.

Hope I have answered your query ,please feel free to ask if you have more questions I shall be happy to help you
Thanks and Regards.
