Scabies is the likely cause
Detailed Answer:
Hi.
I have reviewed the photographs. This seems most likely to be "Scabies" and the rash on penis/scrotum and elsewhere on the body are part of the same disease process.
Scabies is caused by a mite called Sarcoptes Scabiei. Clinically it presents with itchy lesions at various sites like genitals, groin, lower abdomen, thighs, chest and neck, hands. The itching is specially severe at night.
If I was your treating doctor I would have treated you for "scabies" with a single whole body application of a scabicidal like either 5% permethrin or 1% gamma benzene hexachloride, applied from neck downwards to the whole body (including genitals) and left overnight for at lease 8 hours. Oral Ivermectin 12 mg is also a treatment option for treatment of scabies. These are all prescription products. Therefore, I would suggest that you seek an appointment with your primary physician for the needful.
Wash all your clothes, bedsheets, towels, pillow covers etc preferably in hot water above 55 degree celcius before reusing them, because the mite can reinfect if it is left behind in clothing.
You may take an OTC oral antihistamine e.g cetrizine 10 mg once daily for symptomatic relief from itching.
