Yes it is, current reading 130mmg just got done eating boiled chicken soup.
Was itching started after a specific medications was started? no been taken same meds for 6 months now.

This looks to be allergic dermatitis/eczema super-added with abrasion and bleeding caused by scratching which has to be avoided as you are diabetic.
I would advise you the following in such a situation:
Apply Liquid Povidone iodine to the affected area once or twice a day to avoid secondary infection due to breach in continuity in skin. First apply a small patch to the affected area to have skin test to see whether it suits the skin or not.
Take an antihistamine like Cetirizine 10mg once daily at bedtime for next 5 days.
Avoid soaps or such things containing chemicals to avoid worsening.
Antibiotic only if the infection is more evident.
It is better to take an opinion of a Dermatologist as an actual examination gives best possible diagnosis to have additional management, avoid other local applications till then as it changes the character of the disease/disorders and makes it difficult to have proper clinical diagnosis.
As mentioned earlier, it's extremely important to keep diabetes in control by regular blood sugar tests as well as get HbA1C to see the progress in the last 3 months.
Try to use pure cotton clothes as synthetic clothes can enhance the problems once the sensitization occurs.
Make sure the sofa and bed linen does not have mites, dust.
