Question: Is it possible for someone to have herpes, not know it, then have an outbreak 9 months after contact with the infected person?

Yes it is possible and this is not uncommon. Herpes may be inactive even for longer and then activate ater few months or years. Genital herpes in 60% cases outbreaks within 4 weeks after contact with infected person but in other 40% it can outbreak after much longer period.
