Brief Answer:
HPV vaccination recommended

Detailed Answer:
Hi dear, I have gone through your question and understand your concerns.
A virgin female do not needs a pap smear, as there is no exposure to the human papilloma virus (HPV) through any sexual intercourse and hence the incidence of cervical precancerous changes and cancerous changes are very rare.
However, HPV vaccination in recommended in females from 9 to 26 years of age, especially if she is a virgin, as it will give protection against HPV infection in future.
