The best weight loss plan contains two main elements.
The most important one is regular exercise.
What is your height and weight currently ?
You must burn atleast 500 calories daily ( achieved by around one hour of exercise - running, swimming, treadmill, cross trainer, jogging ) for atleast 5 days a week.
This must be coupled with a sensible diet, charted by your Nutritionist.
A personal diet will target the number of calories you need to burn per day to achieve maximum weight loss.
Diet will mainly consist of soup, salads, fresh green vegetables, fruits, sprouts, protein.
So please engage a Nutritionist and a Personal Trainer.
Next - PCOS patients may lose weight rapidly while taking Metformin which is often prescribed to control PCOS symptoms.
So discuss that option too with your doctor.
Nothing can replace regular exercise and a strict diet.

My current height is 5'5 and current weight is 330. if I can't afford a personal trainer or nutritionist, is there a plan I can follow myself?

My dear, that is quite a high weight.
Please consider consulting a Bariatric Surgeon as you might need bariatric surgery in my opinion.
ANd yes, if you cannot afford a trainer or nutritionist, you can follow a plan.
Workout daily as I suggested, and follow a VLCD ( very low calorie diet ) .
VLCD is not supposed to be followed on your own, as , with your weight, it can have major complications.
Please get one tailored by a nutritionist.
