Cough and inability to swallow may not be related. You can wait until till the cough improves significantly and review the symptoms.

Sore throat,coughing with fever indicates upper respiratory tract infection.
It usually occurs after exposure to cold weather,oily,spicy food and also might be cross infection from other person near by you.
Start warm water gargle.Avoid cold drinks,oily,deep fried food.
Start proper antibiotic like amoxy/clavulinic acid.
Nsaid with anti histaminic will be helpful.
Consult your dr.
