General & Family Physician 's  Response
Hi,
Welcome to HCM!

Well, there are several causes causing swelling over eyes like heart failure, Liver cirrhosis, severe anaemia.
However, the commonest cause of swelling appearing around eyes and the subsequently over other body parts is KIDNEY FAILURE.

Since the patient is diabetic, there is a good chance he is having DIABETIC NEPHROPATHY.

There is loose connective tissue around eyes and this causes the free fluid in the body to accumulate around eyes.

Hope this information helps. Feel free to ask if you have doubt.

With regards,
Dr. Sridhar Reddy
