What Causes Swelling In Leg With Red Rashes?

I am 25 and a about two years ago i noticed by left leg was bigger in mass than my right. i was refered to the hospital and had a brain scan and that was fine. but i think my leg is getting bigger or the right is getting thiner, i also have like red marks like a rash on my bigger / fatter leg.
