What Causes Rashes Close To The Incision Site?

My husband had hernia surgery about 15 years ago and he healed fine, no problems. About 2 yrs. ago a rash surfaced very close to the incision site. It is about an inch around, dark pink, dry,flaky and crusty. He has used a steroid cream on it and there was no improvement. Our PCP has no idea what it is and recommended he see a dermatologist. He has also noticed that the movement in his leg has become stiff and somewhat painful in the upper thigh. I appreciate any advice you give to us. He will be 65 in October and is stubborn about going to the doctor due to our finances and thinks he can continue to put this off until he is on Medicare. I am getting more concerned as time passes. Thank-you.
