What Causes Itchy Rash When Wear Anything Tight?

Hi, my skin comes up in a itchy rash,when i wear anything tight. For example,I wore tights yesterday,and the inside of my thighs are red. I do not scratch them,as it makes it worse,and i use a antihistime cream.and sometimes a steroin cream. Thankyou
