What Causes Bright Red On Legs Above Knees?

my 3 month old baby's legs turned bright red from right above knees all the way down It looks so red like a sunburn. then about 2 hours later the redness is gone but now has about erasier size purple spots where the redness was. Do I need to seek medical attention asap?

Can you please tell me if there is fever, restriction of movements, tenderness.
It can be due to some insect bite, allergy, trauma, infection or inflammation.
