What Causes Black Specks On Breast?

I HAVE TWO BLACK SPECKS ON MY BREAST THAT i JUST NOTICED THE OTHER DAY. tHEY WILL NOT COME OFF AND HURT NOW CAUSE i HAVE TRIED TO SCRATCH THEM OFF LIKE THEY WERE A SCAB. tHEY HAPPEN TO BE ON A TATOO THAT i GOT YEARS AND YEARS AGO. COULD THIS BE MALIGNANT?
