What Causes Big Dark Spot At The Lower Part Of The Shaft From Penis?

Hello, i have big dark spot on the lower part of the shaft, starting from penis base to the middle of the penis. plus two small dark spots after the half of the penis. i am white color, while they are semi black. is this eczema? how to cure it anyway?
