My grandson began taking Propranolol (I don t know the dosage) approximately 8 days ago. Last night he stopped breathing while sleeping 2 times as someone with sleep apnea would. The ER drs. said it was sleep apnea, which he has not had before. He is 8 years old. He has a difficulty sleeping this last week also. He has been very restless while sleeping and this is the only change in his normal medications that he takes for Bipolar and ADHD.

The dosage of Propranolol given for a person who has Bipolar and ADHD is rather small ranging from 10mg twice to thrice a day. Propranolol was given to your grandson so that his attention span would increase and he would be able to concentrate better and for longer. At the high end total doses exceeding 80 mg are known to and can cause a drug induced sleep apnea in a person.
Please talk to your Family Psychiatrist about this incident. I would caution you to keep all medications, including "simple" "headache-pills" away from the reach of children.
There is a very good outcome for BPAD (Bipolar Affective Disorder) and ADHD. Tell your grandson that Micheal Phelps, the greatest olympian gold medalist and swimmer has ADHD, for example.
