Turned Deaf And Dumb After A Fever. Is There A Cure?

My name is Mahtab khan. My profession is web designing i want to ask there is a cure deaf and dumb people who is not deaf and dumb from birthday if cure is possible then, I have a deaf and dumb sister who became deaf and dumb 17 years ago because of double fewer.
