Suggest Medication For Dry Lips.

I have very dry lips, pretty much year round. I have tried petroleum jelly, all kinds of lip glosses, chapped lip balm and nothing seems to help. I have even been drinking alot of water. Any suggestions on what would make them better? Someone told me to try lanolin.
