Suffering from vomiting and diarrhoea, little blood in stools. Is it Dehydration?

My friend and I are in Thailand. She s been throwing up for 4 hours and on top of that she has diarrhea . Every time she drinks just the tiniest bit of water it comes straight out both ways. I m afraid she s going to dehydrate. Also, she thought she saw a little blood in her stool . Should she see a doctor or should we wait and see if she feta better?
