Some Parts Of Penis Is Reddish And Itchy. Had Right Ochiectomy For Tumor. On Medication. Advice?

Hi, I am 31 Y old male, single, and have no sexual exposure
Problem: Some part of the penis and foreskin on the lower side of the penis where the foreskin is attached to the penis has become reddish and causes sweet itching. A white layer is formed of smegma like substance. Washing this part feels better, but do not solve problem completely.

Medical History: I recently went through a right orchiectomy for a tumor, which was due to terbeculosis. I am currently on medication (AKT) for the same. After surgery my body shed old skin around scrotum and part of foreskin and top of penis and new skin was formed.

Since you are not exposure sex you need not worry about STI.But the problem of whitish fluid collection may be due to nomal smegma collection as you said, or go for diabetic screening.
