Hi,
Thanks for writing in.

If the AFI amniotic fluid index is below 7, there is concern for the well being of the baby. Amniotic fluid is essential for the baby. It bathes the baby and gives protection. It also helps in exchange of various metabolites inside the uterus. If the AFI keeps on decreasing then the baby will be in distress and that can be dangerous.

Cord around the neck is of two types. It can be tight cord around the neck or a lose one. I think it is a tight cord around the neck so your doctor wants to recommend a c section for you.

Please do not worry for c section or normal delivery. If the baby goes in to distress, c section would be necessary to save the baby. So always be in touch with your doctor and inform them if you have fluid leaking or are unable to feel movements of the baby.

Hope this helps
