Pain Behind Eyes, Headache, Phlegm In Throat. Undergone Sinus Surgeries. Could This Be Sinus Related Problem?

I have been diagnosed with chronic sinusitis and have had sinus surgery three times. I currently have a really bad headache behind my eyes and In the back of my head. I feel phlegm running down the back of my throat and I'm wheezing. Wondering if my headache is sinus related or migraine. If sinus related, could I have another infection
And just not have the major congestion?

Thanks for the query to H.C.M. Forum.
In my opinion you are having asthmatic allergic bronchitis with super added infection.
Asthmatic allergic bronchitis develops phlegm ( expectoration )with whistling ( wheezing ) sound during breathing.
Headache as you mentioned is in the frontal part i.e. frontal sinusitis may be the reason.
In my opinion consult one more specialist and get his opinion.
In this type of condition I don't recommend surgery to my patients .
