Noticed Skin Peeling On Heels. What Should Be Done?

This is a condition on a 17 year-old boy of mainly African descent in Grenada, West Indies. He is perfectly healthy but recently the skin on the edge of his heels, has begun breaking up and peeling or flaking. Same thing now appears on underside of heels. He usually wears flip-flops but also shoes when going to school, and often nothing at all when walking on the ground near his home.
