Experiencing Pain At The Back Of My Right Foot. Could This Be Arterial Insufficiency?

My friend is a male and in is late forties and suffers with diabetes and is taking medication. He complain about pain in the back of his right foot, he said it gives him some relief when it is pinch, massage, or a wet towel is place on the area.
Could this be arterial insufficiency ?
Neuropathy
And is it safe to rub this area? I am just afraid a vein may rapture

Dear sir this symptoms are most likely towards diabetic neuropathy.the symptoms of arteria insufficiency will be like difficulty in walking for long distance.in arterial insufficiency patient will get pain in calf muscle during walking this is called as claducation.may I know the duration of diabetes and what anti diabetic medication dose and frequency.its not advisable to rule the are intensively because it may cause abrasions.try to meet podiatrist and take advise to consider protective foot ware which are made out of Materias like MCP,MCRand silicon get which will reduce the pain if it is plantar fasciitis and neuropathy.take advise of you Diabetologist in starting medication for neuropathy like ALA and neurobion which will give you some realize.over all this your diabetes Controll should be good.....regards
