Does Sticking Out Of Tongue Be Due To The Pain In Throat In The Child?

My baby is running a fever, for a day now. It has ranged from 100 to 102.5. She us not teething, she has her first 8 teeth. She is sticking out her tongue, drooling and refusing food, but wants water. She is ten months old. Does sticking out her tongue mean throat hurts?
