Can Bulges Disks And Deteriorating Cervical Lead To Pain In Neck?

Ive had bad neck for years /told by several doc about my condition bulges disks and my cervical 2,3,5 are deteriorating. my question is Iv had stiff and sharp pain on my right side of neck (ice is what I use but its been off and on until something different last week I get like a migraine Ice usually takes care of it if caught early , but this time it has come and gone in minutes or even secs the dull throbbing will get worse when I bend over or cough stuff that would cause any extra pressure ? is this a stoke symptom? no dizziness ,no nausea ,no speech problems although in the past that I have had these but not at one time .
