dear friend
its a congenital condition and its really rare to find that she has not been treated till now
the cyst will need to be excised and a Y anastomosis need to be done in lay man's term she will need to get that portion of common bile duct removed and removed portion will need to be rejoined to let the flow of bile continue from the liver.

its not a very complicated surgery so say and any proficient GI surgeon or minimal invasive surgeon can perform it
your local general practitioner will be able to guide you to the best options available
