Baby Not Having Enough Mother Milk. Should I Start Giving Formula Milk?

Hi my son is four month old. I express milk to feed him. I am expressing 22-24 oz each day and he does not seem hungry, rather I always feed him after three hours without him showing any signs of hunger. From what I read online he should be given 26-28 oz breastmilk. Should I start one bottle of formula milk also each day?
