Hello.

Yes,it can be normal.
It can happen due to the position required during a bowel movement( bearing down and the straining can cause this).
It is not so rare ta experience nose congestion during a bowel movement and it seems that the activation of a specific part of the nervous system can explain this finding,although the mechanism is not very clear.

A watery drainage from one side of nose ,more obvious when bending the head forward or straining ,with a history of head trauma or surgery may require evaluation to exclude small leaks of cerebrospinal fluid through a small tear in skull.
If you experience nose congestion only during a bowel movement ,and the rest of the day you don't have any clear drainage form the nose,you don't have any history of head trauma ,and don't have other symptoms like continuous headaches ,then you don't need to worry.
It doesn't indicate a problem at all.
