Brief Answer:
There are no chances of Bladder or Kidney cancer

Detailed Answer:
Hello
Thanks for your query ,based on the facts that you have posted it appears that you have UTI.

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Do you have urinary symptoms like burning urination ,frequency etc ?

Cloudy urine with presence of 3-4 R.B.C are suggestive of UTI .

Cancer of either kidney or bladder always presents with gross painless Macroscopic Hematuria (Frank blood in urine ).Hence do not think or worry about you having these lesions .

Please get your routine urine test and urine culture done to find out the organisms causing this infection and antibiotics to which they are sensitive to.

Please take broad spectrum antibiotics like Cefotaxime along with urinary antiseptic like Nitrofurantoin twice daily and urine alkalizer thrice daily .Later on switch on to appropriate antibiotics as per culture report.

Get the prescription of medicines from your family Physician.

Ensure to drink more water .To keep your urine dilute This will help to control dysuria.

Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you .
Thanks and Regards.

Brief Answer:
Could be due to concentrated urine

Detailed Answer:
Hello
Thanks for follow up .

In exercise there there is excretion of water from the body in the form of sweating resulting in diminished production of urine which makes it cloudy in appearance and highly concentrated

Cloudy urine with 3 RBC in absence of any symptoms can be due to concentrated urine resulting from heavy exercise and drinking less water .

Ensure to drink more water to keep yourself well hydrated .

Thanks and Regards.
