What Causes Very Itchy Red Bumps On Chest And Scalp?

Question: Hi, I recently noticed some small very itchy red bumps on my chest. Now I have them on my neck. A friend saw them and said they look like ice bites! But I don't have kids and I'm a clean person. Also I have them on my scalp. They itch a lot.

I just sent my pictures to my YYYY@YYYY email. Can you retrieve them from there? Can I replay and send them to you?
