Brief Answer:
doesn't seem like HSV rash

Detailed Answer:
Well, diagnosis of HSV is more a clinical diagnosis. Therefore based on my observation of this picture I don't favour HSV outbreak. Rather this could be an allergic dermatitis or a candidiasis. If the steroid application isn't helping the rash heal say in the next couple of days, I would suggest a close physical examination by a dermatologist.

I am not sure what level are you indication. I presume its the HSV antibody. If the doctors aren't able to conclude after a physical examination, perhaps we can go for repeat HSV IGM antibody tests or a viral culture or PCR tests to arrive at the diagnosis.

In other words, I don't feel this is like an HSV outbreak yet. However if the rash persists I would like you to have a physical examination and lab investigation.

Brief Answer:
HSV is not likely

Detailed Answer:
Let me clarify. Clinically genital herpes is more associated with by HSV type 2 virus and the lesions of HSV type 2 are usually found below the belly button. However in the recent times there is a considerable overlap between the two types and differentiation is only after lab testing.

That being said, I stand by my previous statement that this is unlike herpes.

Allergic dermatitis is developing skin allergy to any thing like under garments or soap. Candida is fungal infection common to your site. Symptoms and appearance are same like rashes and itching. When there is controversy in comparative diagnosis we need to rely on physical examination finding and lab testing. Therefore a physical examination by specialist and repeat HSV antibody igm test is most important and essential.
