Question: 44 yo male w diagnosed inguinal hernia, large bulge noted in inguinal area, some occasional pain. seen in the ER and diagnosed w bilateral hernia. Sent to primary MD. This MD prescribed anti inflammatory, to return in 10 days. Seems a surgical repair may be in order. Primary doc would not give referral for surgical consult.

Since the diagnosis is very clear, you should get a reference for a Surgeon for clinical evaluation and to get an appointment for surgery.
I hope that the MD though of sending you after the symptoms subside.
The pain can be due to :
Stretched nerves over the enlarging hernial sac can be the most common cause of pain. and an indication for surgery.

Please discuss with your Primary care MD and get a reference for surgery.
