What Causes Pain In Back Of Neck Radiating To Shoulders And Arms?

Question: I have had neck and back problems for years but this pain is different, I have diabetes and hypertension. I get this wave of pain that starts in the back of my neck and slowly goes down through my shoulders to my arms its a dull burning ache. I know when its coming on because my arms and hand become weak. The other night I was getting a massage the therapist had just started I was on my back when she while standing behind she started pushing down on my upper chest ending at my lower chest when it triggered the pain, this has never happened. What is this?
