Brief Answer:
You need ENT consultation

Detailed Answer:
Hi

Thanks for your query.

From your query it seems that your tonsils are inflamed and/or infected and are not getting better with norflox. Since you have pain around neck and the symptoms are not resolving with antibiotics, it may be because of some complication of tonsillitis like peritonsillar abscess etc.

Thus a detailed examination and investigations are needed. The antibiotic of choice for tonsillitis is penicillin, which requires hospitalisation. You can also get a culture and sensitivity and take antibiotics accordingly. Thus you need ENT consultation. He will be able to examine you and guide better than me.

Hope it helps
