Brief Answer:
Looks like pinched nerve in the neck.

Detailed Answer:
Hello,

Symptoms indicate a mildly pinched nerve in the neck due to intervertebral disc or cervical spine degenerative changes.

A clinical evaluation, xray and MRI (MRI more desired) can help confirm this.

At this stage generally treatment offered is rest, physiotherapy, cervical exercises and oral analgesic when there is pain.

So do see doctor to confirm diagnosis and plan treatment.

Hope this helps. Please ask if there are doubts.Regards.
