Most common the cause of such feeling is muscular cramps on the abdominal and chest muscles or muscle twitching .It might be muscle strain due to physical activity (so if you have done heavy exercises lately this might be the cause.
-Sometimes it can be a side effect of some mediation like Benzodiazepine ,Statins (mediation to lower cholesterol levels), Estrogens ,Corticosteroids, Diuretics.
Drinking to much caffeine or energy drinks can cause such symptoms.
Sometimes it can be confused for heart problem like arrhythmia but such symptom is not related to heart condition.

If this symptom has started recently,if you have done any physical activity recently that can explain it ,you may give it some time.Rest a lot,sleep well, drink a lot of fluids and eat healthy foods and see what happen.

If these symptoms have been there for some time now ,other causes should be taken in consideration like:
-Electrolyte imbalance (calcium deficiency)
-Vitamin deficiency (Vit B12, B6, Vit D)
-Thyroid problems
-Neurological causes
In this case I would suggest to consult a physician for examination and get some tests done including:
-Electrolyte level
-Vitamin levels
-Thyroid function test
If these tests are normal your doctor may order some other tests like :
-Electromyogram and Nerve conduction studies to evaluate the functions of the muscle and the nerve.
-CT and/or MRI scan of the spine or brain
