Question: I have had fluid filled bumps on my scalp. the liquid is clear. if I pop them more come up near the ones I popped. what might this be?

The commonest causes are:
Seborrhoic dermatitis
Allergic dermatitis with secondary infection and hence the spread the way you have explained.

I would advise you to get clear pictures and post here and save it for future reference.
Use liquid Povidone iodine to wash up the area and keep the skin sterile. This alone helps in some cases.
Addition of an antibiotic and antihistamine may help further.
