Pictures would help me help you.

Detailed Answer:
Good day and thank you for being with healthcare magic!

It would help alot if you could attach pictures to your question so i can help you and diagnose you better.

How long have you had the skin lesions? Is it painful to touch? Does it increase in number ?

Most commonly you might have infection of the hair follicles and I would not recommend shaving the area because it might cause some cuts and abrasions in the area thereby causing more problems. What i usually give to my patients with folliculitis is Coamoxyclav 625 twice a day for a week however this is an antibiotic and you would need a prescription to buy this drug.

Thank you very much.

Thank you for uploading the picture and it looks like a bacterial skin infection.

I would ask you to stop shaving the area so not to worsen your problem. Together with the oral antibiotic i mentioned in the previous answer I would recommend a topical antibacterial ointment also to hasten the healing. ointments like fucithalmic or bacitracin is usually prescribed to conditions that you have. If the symptoms persists or worsen after a few days of treatment then I would suggest seeing a Urologist or Dermatologist in your area to have an actual complete physical examination to properly diagnose and treat you.

Brief Answer:
Pls see detailed answers below.

Detailed Answer:
I believe it is perfectly natural for us to have hair on that area. It would only be uncomfortable once it starts growing then it would be normal again and you wouldnt feel anything

Your problem started because of your shaving habit and it would need to stop. You could permanently stop your hair from growing using variety of laser systems to ablate the hair follicles. I wouldnt recommend this since this is a permanent thing and you might change your mind since you are still very young.

Brief Answer:
No not normal on that area to have hair.

Detailed Answer:
No it is not normal for hair to develop on the shaft or the preputial skin. You might need to consult a Urologist personally to let him examine your condition and he may then suggest some treatment that he may deem necessary for your abnormal hair growth.

But like I said before shaving that area has already caused infection and medical problems and will continue to do so unless you refrain from shaving the area.

I hope I have succeeded in providing the information you were looking for. Please feel free to write back to me for any further clarifications at: http://www.HealthcareMagic.com/doctors/dr-manuel-c-see-iv/66014 I would gladly help you. Best wishes.
