Brief Answer:
Exposure to cold could be the cause

Detailed Answer:
Hi
Welcome to Healthcaremagic
Greetings of the day

Dear Ms

Dry lips associated with discolouration of lips is due to

1. Vitamin deficiency
2. Exposure to cold
3. Decreased intake of water

I would suggest you the following

1. Ensure adequate intake of water : 2 to 3 liter a day

2. Local application of either coconut oil or liquid petroleum jelly to the lips will be helpful

3. Oral Multivitamin supplements

Rest be assured this will take care of it.

Do get back to me if you need any further assistance, will be glad to assist you.

Take care
