Brief Answer:
yes of course

Detailed Answer:
Hi,

Welcome to HealthcareMagic.

I have read your query and understand your concern.

That lump needs to be evaluated clinically by a surgeon and if needed a needle biopsy of that may even be rerequired to confirm the diagnosis.

First time who had excised it?

As it was surely not excised with an adequate margin to have cause such an early lump.

Some people are genetically predisposed to having various cancers, its nothing that you can do about it.
