Have had redness in lower leg for several weeks no pain just redness with scaly skin aaround the edges Started in left leg About a week later it started in right leg

A photograph of the redness in your lower leg with scaly skin around the edges is needed to evaluate the skin redness myself before running into final conclusions.

Until your photo is in, based on what you are saying, it might be related to possible senile eczema, which is very common at your age.

In cases of eczema, the main goal is to keep skin well hydrated to prevent further scaling and to treat inflammation (redness). That's why moisturizing cream are advised together with hydrocortisone cream for inflammation.
