Yes, these are multiple small cysts on scrotum. Scrotum is a common site for multiple sebaceous cysts.
Although these cysts would be asymptomatic but they are a cosmetic concern for many. They may remain static in size or gradually increase in size and /or number.
Complications include infection which would cause a cyst to turn painful and would require oral antibiotics.
Medicines won't work at all. These cysts need to be removed surgically in those who are concerned by the cosmetic appearance i.e excision and scrotoplasty.
I suggest that you visit a surgeon on your region for the needful.
