Kindly describe your symptoms in detail, so that I can suggest better.

From your description its either an allergy or some type of chronic infection.

I will suggest that you get a complete blood count and sputum culture and sensitivity done. It will help confirm the diagnosis. Medicine can be taken accordingly. Upload the reports for me to view.

Meanwhile, please take general precautions like avoid allergens like dust, pollen, bird droppings, cold air, etc. Drink cleaner water and hygienic food to avoid foodborne infections.
Tab cetrizine can be taken for runny nose occasionally as required or upto 2 times a day.
