I would like to know if you have any allergies like do you feel uncomfortable in dust and smoke, since how long you are having these symptoms, is there any wheezing, are these symptoms aggravated in dust/smoke and are you a smoker? Do you have excessive acidity?
In my opinion you could be having asthma. First and foremost you must avoid exposure to dust and smoke, very cold climate and stop smoking if you are a smoker.
You may take a tablet each of montair lc, pan 40 and a inhaler called foracort 2 puffs twice a day.
