I'm my legs 2 weeks ago. it was a second degree burn. now I have developed a a red rash that itches like posion oak but I haven't been around any

Probably you have developed allergic contact dermatitis.
Sun burns and allergic conditions are common in people having sensitive skin.
I treat such cases with a mild steroid cream like cortisone twice daily for a week.
It is safe and effective and usually available over the counter.
You can try this.
