I can understand your concern for dark color of your hands and to get a better complexion of hands.
Before going to your main concern let me guide you that dark color of hands can be due to genetic propensity or mainly due to exposure to sun light or related environmental factors.
So to get a better of complexion and to get fairer hands you need to protect your hands form direct sunlight exposure. For that during driving you have to wear gloves to protect itself form direct sunlight.
I generally use a soap containing skin lightening factors (such as Dermadew light soap) in your kind of cases. There is no direct effect of soap to get a fairer complexion of skin of hands but it can improve the texture. I generally use cream containing kojic acid to get better results.
