There are different causes and it would depend on whether one or both ankle/feet are involved.

If only one lower limb is involved, then the possible causes are: (1) trauma (2) infection (3) clot (4) varicose veins in one lower limb (5)arthritis

If both lower limbs are involved then possible causes are: (1) side effect of medication, eg amlodipine , a blood pressure medication can have this effect
(2)heart disease
(3)kidney disease
(4)varicose veins in both lower limbs
(5)liver disease

If you have a history of heart or kidney or liver disease, then one of these may be the cause.
If you notice varicose veins in both legs then this is also a possible cause.

To find the exact cause, you would need to be assessed by your doctor. A thorough history and examination would be needed.
If the cause is not clear then blood tests (liver and kidney function) and an ECG (to take a look at the heart), would be needed

There are medications that can help reduce swellling
