Is HIV 3rd Generation Antibody Test 17 Months After Exposure Conclusive?

Question: I was tested HIV by 3rd Generation antibody test after 17 Months of unprotected vaginal test with a Commercial Sex Worker. I tester negative with Index value 0.08.

Is it a conclusive result? Shall I need further test to get 100% confirm?

I am suffering from Allergy. Tester IgE level 1200.2. Because of that I am taking continuously Corticosteroid Inhaler and Fluticasone Nasal spray. Can it delay seroconversion?

Shall I need any further test? or be 100% confirm that I don't have HIV?
